Biography

Greetings! I am Dr. Yashpal Yadav, an Indian Administrative Service (IAS) officer dedicated to driving sustainable growth, digital transformation, and citizen-centric governance across Haryana. I currently serve as the Deputy Principal Secretary to the Chief Minister of Haryana, a key leadership role I have held since late 2023.

With over 25 years of public service experience, my journey began in academics as a Lecturer in Geography. I transitioned into the Haryana Civil Services (HCS) in 1999 and was subsequently promoted to the IAS cadre (2011 batch). My academic foundation includes a Ph.D. and M.Sc. in Geography, alongside an LL.M. in Civil and Criminal Law from Kurukshetra University.

Current Responsibilities & Strategic Focus (2026)

In addition to advising the Chief Minister's office, I oversee vital portfolios focused on modernization and direct citizen impact:

• Digital Land Governance: As the Director of Land Records and Consolidation of Land Holdings, I am driving the statewide transition to a Paperless Registry System to streamline civic infrastructure and eliminate administrative delays.
• Disaster & Revenue Management: Serving as the Special Secretary to the Revenue and Disaster Management Department, spearheading institutional grid reforms and back-end mutation clearances.
